Cave Johnson, American, 1845 - 1849

Smith recommends adoption of postage stamps as a convenience to all businessmen. He points out that their sale would constitute a loan to the government as long as the stamps are not used, and he estimates the amount collected (but for which no service has yet been given), will average not less than $500,000.
